Hepburn Shire Council has something of a reputation for Council meetings that feature boisterous input from the public gallery - if not from the councillors themselves. Last night a public Council meeting was closed early by Mayor Tim Hayes when a man wearing a Ned Kelly-style helmet and carrying a placard refused to take off his helmet despite Cr Hayes' requests.
